煽动（及物动词）

(transitive verb) To provoke or encourage something negative, such as anger or resentment. (NOTE: the similar word “ferment” may be used as an intransitive verb)

EXAMPLE: The ambitious rebels tried to foment rebellion in the impoverished country.
